No surprises as China congress gives clues to new leadership

BEIJING (Reuters) - China's Communist Party congress offered the first clues on a generational leadership change on Wednesday as Xi Jinping and Li Keqiang took the first step to the presidency and premiership, respectively.

In a brief dispatch, Xinhua news agency said Vice President Xi and Vice Premier Li had both been elected to the party's Central Committee at the end of a key congress, though that result was never really in any doubt.

The 2,270 carefully vetted delegates cast their votes behind closed doors in Beijing's cavernous Great Hall of the People for the new Central Committee, a ruling council with around 200 full members and 170 or so alternate members with no voting rights.

The committee will in turn, on Thursday, appoint a Politburo of a few dozen members and a Politburo Standing Committee, the innermost ring of power with possibly seven members, reduced from the current nine.

Xi has long been expected to take over from Hu Jintao, first as party chief and then as president when parliament meets for its annual session in March. Li is Premier Wen Jiabao's designated heir.

All the other eight leading officials who have been tipped as possible members of the Standing Committee also made it on to the Central Committee, according to Xinhua.

That includes North Korean-trained economist Zhang Dejiang, financial guru Wang Qishan, minister of the party's organization department Li Yuanchao, Tianjin's party boss Zhang Gaoli, and the conservative Liu Yunshan, who has kept domestic media on a tight leash.

Wang has been elected onto the Central Commission for Discipline Inspection, the party's internal corruption fighting watchdog, Xinhua said, paving the way for him to become its head, also as expected.

Wang Yang, Guangdong province's reform-minded party boss, Shanghai party chief Yu Zhengsheng and the lone woman among the contenders, Liu Yandong, were elected on to the Central Committee as well.

After days of turgid speeches and rhetorical displays of party unity, the five-yearly congress unanimously approved Hu's "state of the nation" work report and approved a revision to the party charter further enshrining Hu's theory of sustainable and equitable development.

Hu's work report warned that corruption threatened the party's rule and the state, but said the party must stay in charge as it battles growing social unrest.

Tiananmen Square, next to the Great Hall, has been decked out with large red flags and huge television screens showing clunky propaganda films all week, as the rest of city was put under a tight ring of security.

More than slogans, the membership of these elite bodies should foretell economic and political policy direction in the years ahead, how much influence Hu will retain and who, looking a decade ahead, could be China's next leaders.

The Central Committee then chooses the Politburo and the Standing Committee, possibly with more candidates than seats for the first time, sources with ties to the leadership have told Reuters.

The membership of the two elite bodies could give an idea of China's political and economic direction, especially if it ends being dominated by conservatives instead of those with a reputation to push reform.

Advocates of reform are pressing Xi to cut back the privileges of state-owned firms, make it easier for rural migrants to settle in cities, fix a fiscal system that encourages local governments to live off land expropriations and, above all, tether the powers of a state that they say risks suffocating growth and fanning discontent.

UN nuclear security body sees new rules finally in place by 2014

GENEVA (Reuters) - New global rules aimed at stopping terrorists getting hold of nuclear materials should finally come into force in 2014 - nine years after countries agreed they were sorely needed, a senior U.N. official said on Monday.

An amendment to the 1980 Convention on the Physical Protection of Nuclear Material (CPPNM) was agreed in 2005 but has not yet been ratified by two-thirds of parties to the CPPNM needed for it to come into force.

"A lot of efforts are going ahead to speed up the process to ensure that by 2014 this amendment will enter into force," Khammar Mrabit, director of nuclear security at the International Atomic Energy Agency (IAEA), said on Monday.

He told a seminar in Geneva the revised treaty would ensure "global physical protection of nuclear material, and also (help prevent) sabotage of such material and such facilities."

Whereas the CPPNM covered only the international transport of nuclear material, the amendment includes its use, storage and domestic transport - meaning international cooperation would increase in those areas and breaking the new rules would be a crime.

"This is a big change, a big improvement," Mrabit said.

Fifty-nine states have already adopted the amendment and 40 more are needed for it to come into force.

The IAEA believes terrorist groups trying to get hold of nuclear weapons on the black market are becoming more sophisticated and more effort was needed to prevent them getting a "dirty bomb" to contaminate a major city.

As an example of the fruits of international cooperation, Mrabit cited a sting operation in Moldova in 2011 that seized highly enriched uranium. Although the amounts involved in such incidents are sometimes only 10 grams (0.4 oz), they are the tip of the iceberg, he said, since they may be a sample for a bigger sale.

The IAEA's Illicit Trafficking Database and has recorded 2,242 unauthorized incidents in 118 states since 1995. Materials used for nuclear weapons - highly enriched uranium and plutonium - accounted for 1.5 percent and 0.7 percent respectively.

Walmart on iPad-throwing video: 'Made us wince'

"Hi!?This is why you don't buy an iPad from Walmart," a young man explains at?the beginning of a YouTube video before turning the camera to his fellow Walmart associates, who are?throwing?? and occasionally dropping?? some boxes.

"See? We like to throw s***," the man clarifies, while standing in the stockroom of a Walmart in Pikeville, Kentucky. "That's iPad number three we've thrown."

Those at Walmart's corporate offices were not amused by the antics.?"We've seen the video of several nightshift associates destroying merchandise in the back of one of our stores in August and, as anyone can image, it made us wince," a Walmart spokesperson tells NBC News in response to inquiries about?that clip. "We are also embarrassed." She adds that the "associates involved no longer work for Walmart."

At one point in the video,?one of the men is seen throwing a box to ground.?"Sorry about that, iPad," the?person recording the video says. "Hope nobody buys that."?

"[W]e haven?t received any returns of this merchandise," the Walmart spokesperson tells NBC News, in regards to the items seen in the video.

The video, which???despite being recorded in August?? appears to have been uploaded to YouTube on?Thursday,?with a caption claiming that "[e]mployees at a Pikeville, KY Walmart filmed themselves purposefully damaging iPads." It caught a great deal of attention?after a Reddit user posted a link to it on the popular social sharing site. "[T]his was sent to me by an employee of this store," the user explains in a comment. "[T]hey're fired and prosecuted as well." The employee who sent over the video "confirmed that those are indeed iPads," the user adds.

A representative for the?Pikeville Police Department tells NBC News that "nothing has been reported" in regards to such an incident so far, casting some doubt on the claim that legal?charges were pursued against the individuals in the video. He suggests that perhaps Walmart handled the issue internally, though.

The Walmart incident doesn't mark the first time we've seen employees document abuse of merchandise, of course. Photos of a Burger King employee standing in bins containing lettuce and?a Taco Bell employee seemingly urinating on an order of nachos have previously appeared on the Internet.?The individuals involved in those incident were?terminated.

The message offered by each company involved had the same feel as the Walmart spokesperson's final words to NBC News: "We stand behind our merchandise and our associates work very hard to take proper care and handling of the products we put on our shelves."

(AP) ? The BBC's top executive, George Entwistle, resigned Saturday night amid a flood of controversy over the broadcaster's handling of child sex-abuse cases.

His resignation caps a difficult month for the broadcaster, which first came under fire for not airing allegations of child sex abuse committed by one of its star hosts, the late Jimmy Savile. Just weeks later, the BBC's prestigious investigative program, "Newsnight," wrongly implicated a British politician in a child sex-abuse scandal.

It was the same program that had earlier shelved a report into Savile.

Here are key developments in the scandal:

Oct. 29, 2011: Longtime BBC children's television host Jimmy Savile dies at the age of 84. The eccentric, platinum haired entertainer, known for his garish tracksuits and Cuban cigars, is hailed as a true English eccentric when he is buried 10 days later. He had received a knighthood and numerous other honors.

December 2011: The long-trusted and publicly funded BBC pulls a "Newsnight" program that would have linked Savile to the repeated sexual abuse of children during his career at the broadcaster. Instead, the BBC shows tribute programs praising Savile, who had been active in numerous charities.

Sept. 17, 2012: George Entwistle named BBC director general, succeeding Mark Thompson, who is becoming chief executive of The New York Times Co. in November.

Oct. 2, 2012: "Newsnight" editor Peter Rippon writes a blog post saying the Savile program was shelved for editorial reasons, denies it was part of any BBC cover-up.

Oct. 3, 2012: The extended media silence about Savile's sex abuse is broken with a documentary by the BBC's main commercial rival, ITV. The broadcast exposes the dark side of Savile's life, which had been rumored but not documented. The show prompts a probe by police, which later leads to a formal criminal investigation into alleged sexual abuse by Savile and others.

Oct. 12, 2012: With the police investigation producing many new leads, BBC director general George Entwistle announces the broadcaster will launch an official review of its culture and practices at the time of Savile's offenses and investigate why the earlier "Newsnight" program was shelved.

Oct. 22, 2013: A BBC "Panorama" show airs, with reporters quizzing senior management about why they canned the bombshell program on Savile. BBC says Peter Rippon, "Newsnight" editor, will step aside pending an investigation into his decision to scrap the Savile story. The broadcaster also issues a correction to Rippon's previous blog post, calling it "inaccurate."

Oct. 23, 2013: Entwistle appears before British lawmakers to address the BBC's handling of the Savile crisis. He acknowledged there had been "a problem of culture within the BBC" that allowed Savile's behavior to go unchecked. The BBC also said it is investigating claims of sexual abuse and harassment against nine staff members and contributors, in addition to Savile.

Oct. 25, 2012: Metropolitan Police say there may be 300 potential victims of Savile and his associates as abuse reports increase. Savile is identified as one of the worst sex offenders in British history.

Oct. 28, 2012: Police arrest former glam rock star and convicted sex offender Gary Glitter as part of the investigation into Savile and his associates.

Nov. 2, 2012: BBC's "Newsnight" show broadcasts an expose about child sex abuse in Wales in the 1970s and 1980s that includes allegations about an unnamed senior politician from the Margaret Thatcher era.

Nov. 9, 2012: Alistair McAlpine, a Conservative party member of the House of Lords named in Internet chatter as the culprit, comes forward to deny the charges and threaten legal action against the BBC. The person who made the accusations in the "Newsnight" broadcast, Steve Messham, then apologizes and said it was a case of mistaken identity. BBC apologizes and suspends "Newsnight" investigations.

China to launch new manned spaceship in 2013: Xinhua

BEIJING (Reuters) - China plans to launch its Shenzhou 10 spacecraft in early June 2013, one of the senior officials in charge of the manned space program said on Saturday, the official Xinhua news agency reported.

The launch marks another step forward in Beijing's ambitions for a bigger presence in space that include the construction of a space station by 2020.

The crew could include one female and two male astronauts, who are scheduled to enter the Tiangong 1 space lab module, according to Niu Hongguang, deputy commander-in-chief of China's manned space program.

Niu made the remarks on the sidelines of the Communist Party congress which is meeting to choose a new leadership.

The new plan follows the successful flight of the Shenzhou 9 spacecraft, which returned to Earth in late June, that put China's first woman in space and completed a manned docking test critical to Beijing's space station plan.

China is far from catching up with the established space superpowers, the United States and Russia, but the Shenzhou 9 marked China's fourth manned space mission since 2003, and comes as budget restraints and shifting priorities have held back U.S. manned space launches.

The United States will not test a new rocket to take people into space until 2017, and Russia has said manned missions are no longer a priority.

China plans an unmanned moon landing and deployment of a moon rover and its scientists have raised the possibility of sending a man to the moon, but not before 2020.

WARSAW, Poland (AP) ? Who doesn't want a picture of Marilyn Monroe?

Hundreds of photographs of the blonde bombshell and other celebrities, including famous ones of Monroe in bed and as a ballerina, were sold for some $750,000 Thursday evening at an auction house in Poland.

Bidders and spectators packed the Desa Unicum house in Warsaw, where 238 pictures by the late American fashion and celebrity photographer Milton H. Greene were up for sale. Only one remained unsold, among some 500 bidders.

The auction house said in a statement that the 2.4 million zlotys obtained made it the nation's biggest photo auction to date.

Most of these pictures of Monroe were taken from 1953 to 1957 when Greene was her advisor and business partner. He made many of the prints during Monroe's lifetime and they are highly valued by collectors. They include series of refined black-and-white studio photos and shots taken in natural surroundings, sometime in provocative poses, some in color.

As the bidding began, a black-and-white photo of a reclining Monroe in black stockings sold for 50,000 zlotys ($16,000), and another of her in a ballerina's dress sold for almost $20,000. A picture of her in bed sold for $8,500.

The auction also offered Greene's pictures of other stars, like Audrey Hepburn, Grace Kelly, Marlene Dietrich and Liza Minnelli.

A picture of Nelly Nyad in white veil was among the bestsellers, at some $14,000, the auction house said.

Other greats in the vast portrait collection, which had been estimated at $680,000, included Cary Grant, Frank Sinatra, Paul Newman, Alfred Hitchcock and Marlon Brando.

The photos come from a collection of some 4,000 Greene pictures that Poland obtained from Chicago businessman Dino Matingas in the mid-1990s as the result of a complex communist-era embezzlement scandal linked to the buy-out of Poland's state debt. Proceeds from the auction will go to the Polish government.

Some of the images have never been published before, according to Marta Maciazek, the Polish official in charge of cleaning up the mess from the corruption affair.

Many bidders were disappointed to be left empty handed after starting prices of just 500 zlotys ($120) skyrocketed.

"I'm very disappointed, I was hoping to buy a picture for myself because she is gorgeous, but it just went far beyond my possibilities. Pity," said Jerzy Derczyk.

(AP) ? Syrian President Bashar Assad vowed defiantly to "live and die" in Syria, saying in an interview broadcast Thursday that he will never flee his country despite the bloody, 19-month-old uprising against him.

The broadcast comes two days after British Prime Minister David Cameron suggested that Assad could be allowed safe passage out of the country if that would guarantee an end to the civil war, which activists estimate has killed more than 36,000 people.

"I am not a puppet, I was not made by the West for me to go to the West or any other country," Assad, 47, said in the interview with the English-language Russia Today TV. He spoke in English and excerpts of the interview were posted on the station's website Thursday with an Arabic voiceover.

"I am Syrian, I am made in Syria, and I will live and die in Syria," he said.

Assad also warned against foreign military intervention at a time when the West is taking steps to boost the opposition.

"I don't think the West is headed in this direction. But if it does, nobody can predict the consequences," he told the station. The full interview will be broadcast on Friday, the station said.

The excerpts show Assad casually talking and later walking with RT's reporter outside a house, wearing a gray suit and tie. It was not clear where the interview took place.

The uprising against Assad's regime began as mostly peaceful protests in March last year but quickly morphed into a civil war. The fighting has taken on grim sectarian tones, with the predominantly Sunni rebels fighting government forces. Assad's regime is dominated by minority Alawites, an offshoot of Shiite Islam.

On Wednesday, British Prime Minister David Cameron announced his country will deal directly with Syrian rebel military leaders. He spoke during a trip to visit Syrian refugees in Jordan. Previously, Britain and the U.S. have acknowledged contacts only with exile groups and political opposition figures ? some connected to rebel forces ? inside Syria.

He called on the U.S. to join his country in doing more to shape the Syrian opposition into a coherent force, saying the re-election of President Barack Obama is an opportunity for the world to take stronger action to end the deadlocked civil war.

Washington has been pressing for a new, more unified opposition leadership that will minimize the role of exiles and better represent those risking their lives on the front lines. The initiative was being discussed Thursday at an opposition conference in the Qatari capital of Doha.

The meeting was attended by the foreign ministers of Qatar and Turkey, both leading backers of the Syrian rebels, as well as Western diplomats and Arab League chief Nabil Elaraby. On the table is a proposal to set up a new leadership team that would become the conduit for international support to rebel-held areas in Syria. The U.S. has suggested that the main group in exile, the Syrian National Council, can no longer claim a key leadership role and must make way for those representing activists inside Syria.

Under the plan, the SNC would receive only 15 of 50 seats in the new group and effectively be sidelined. The author of the plan, Syrian dissident Riad Seif, SNC leaders and other opposition groups were meeting in a Doha hotel to try to hammer out an agreement.

Further down the road, the international community hopes for negotiations on a political transition between the opposition and those in the Assad regime who were not involved in bloodshed and corruption. The opposition has agreed to such talks, in principle, but said it could take many more months of a war of attrition before Assad is ready to leave Syria.

Russian Foreign Minister Sergey Lavrov, whose government has remained one of Syria's most loyal and powerful allies, criticized the West for supporting the opposition, saying foreign powers should try to force both sides to stop fighting. Russia has shielded Damascus from strong international action at the U.N. Security Council.

He said Moscow would not support any resolution that would threaten the Syrian regime with sanctions. The remarks were posted on his ministry's website Thursday.

"If their priority is, figuratively speaking, Assad's head, the supporters of such approach must realize that the price for that will be lives of the Syrians, not their own lives," Lavrov said. "Bashar Assad isn't going anywhere and will never leave, no matter what they say. He can't be persuaded to take that step."

Assad has rarely appeared in public since the revolt began in March 2011. Last month, state TV showed him attending prayers for the Muslim holiday of Eid al-Adha in Al-Afram Mosque in the Al-Muhajireen district of Damascus, sitting on the floor and praying.

In several televised speeches this year, Assad has blamed the uprising on a foreign plot to destroy Syria and accused rebels of being mercenaries of the West and Gulf countries Saudi Arabia and Qatar.

The daily death toll in the civil war has been averaging 100 people or more recently, killed in clashes between rebels and troops, and in artillery shelling and regime airstrikes on rebel-held areas.

At least 104 people were killed in fighting on Wednesday, according to the Britain-based activist group Syrian Observatory for Human Rights. Most casualties ? 31 people ? were killed in the fighting between rebels and government troops in the suburbs of Damascus as the rebels made a new push into the capital, said Rami Abdul-Rahman, the Observatory's chief.

The Observatory said it has received reports of fresh fighting in the Damascus suburbs and in the neighborhood of Souseh in the capital on Thursday. It also said there were heavy clashes in northern Idlib province and in Aleppo, Syria's largest city which has been a major front in the civil war since the summer.

Regime forces also battled opposition fighters trying to take control of a region in the far northeastern corner of the country, Turkey's state-run agency reported. Two people in the Turkish border town of Ceylanpinar were wounded by stray bullets from the fighting.

The clashes broke out in the town of Ras al-Ayn in al-Hasaka province in northeastern Syria, a few hundred meters (yards) from Ceylanpinar, the Anadolu Agency said.

The mayor for Ceylanpinar told The Associated Press that the rebels had taken over the border crossing of Ras al-Ayn on Thursday. Ismail Aslan said in a phone interview that the rebel flag was flying on a building across the Turkish border. However, fierce fighting between rebels and government troops continued around what Asalan said was an "intelligence building" on the Syrian side of the border where the regime troops had retreated to.

Around 5,000 Syrians from Ras al-Ayn crossed into Ceylanpinar Thursday to escape the fighting and at least 14 Syrians were being treated for injuries in hospitals around the region, Aslan said.

More than 111,000 Syrians are being sheltered in refugee camps in Turkey.

Turkish authorities also inspected the cargo of a Syria-bound plane from Armenia to make sure it was not carrying military equipment.

In Geneva, the president of the International Committee of the Red Cross, Peter Maurer, said the downward spiral in violence since the summer makes it impossible for the organization to cope with some of Syria's humanitarian needs. He also said there has been no "major progress" on gaining better access to prisoners.

Volume I dares an audience to embark on a challenging journey, teetering on the brink of rock insanity and straddling the stylistic boundaries of three-piece music like a psychedelic Cirque du Soleil balancing act. This single-track album, however, does not leave a casual listener bewildered by the complex musical architecture. On the contrary, Perhaps utilizes memorable motifs, solid riffs, and the funkiest of bass lines to draw a listener in for more. As the band continues its descent into the experimental ether, guest musicians make their way to the sonic stage. The scene shifts to a deep, trance-like floatation through a carefully charted space of effects laden low-end and schizophrenic horn musings. After rising to an explosive climax of guitar-driven rock and roll, the trio moves their audience into the grand finale of Volume I. The final movement of the record begins with a beautifully intimate bass progression paired with an atmospheric, dream-like guitar accompaniment. As the strings begin to swell, the group demonstrates an intense musical power that carries their audience effortlessly through the final moments of the album. After hearing Perhaps: Volume I, a listener will surely anticipate the upcoming releases and tour dates the group has planned for 2013.
