Japan seeks exemption on U.S. sanctions on Iran-Nikkei

TOKYO (Reuters) - Japan is seeking an exemption from proposed new U.S. sanctions against Iran that could effectively freeze Tehran's use of payments for oil, the Nikkei business daily reported on Tuesday, citing sources.

Japanese Finance Minister Koriki Jojima asked U.S. Treasury Secretary Timothy Geithner at an October 11 meeting in Tokyo for the United States to exempt Japanese banks, the daily said, citing unidentified sources familiar with the matter.

Geithner said the matter was being considered, the Nikkei said.

Japan, the world's third-largest importer of crude oil, has already secured waivers from U.S. financial sanctions imposed last year because it has significantly cut purchases from Iran.

A Japanese government official who declined to be identified played down the Nikkei report.

"It is not my understanding that America is currently working on new sanctions or that (Japan) is seeking an exemption from its application," the official said.

The U.S. Congress overwhelmingly passed a new package of sanctions against Iran in August that aim to punish banks, insurance companies and shippers that help Iran sell its oil.

The bill builds on oil trade sanctions signed into law by President Barack Obama in December that, along with EU prohibitions, prompted Japan, South Korea, India and others to slash their purchases of Iranian oil allowing them to get waivers from Washington.

The West has imposed sanctions on Iran because it suspects it wants to develop nuclear weapons. Iran says its nuclear programme is for civilian purposes.

FREEZE

Other importers of Iranian oil besides Japan are also likely to voice their opposition to the proposed new sanctions, the Nikkei said.

U.S. lawmakers are considering expanding economic sanctions on Iran - measures that already have helped push that country's currency into free fall but have not yet convinced it to abandon its nuclear programme.

Democratic Senator Robert Menendez, a member of the Senate Banking and Foreign Relations Committees, has said he is looking at ways to freeze an estimated 30 percent of Iran's foreign currency reserves held in banks outside the country.

Currently, Japanese buyers of Iranian oil pay Iran for crude imports in yen via accounts set up at Japanese banks by Iran's central bank, and the funds later get transferred to Iran's private banks.

But the proposed new U.S. sanctions would effectively freeze those assets, and if the measures are implemented, Iran would no longer be able to use Japan's oil payments freely, which could further curb Japan's oil purchases from Iran, the Nikkei report said.

The United States is set to implement the new sanctions from February, the report added.

In the first eight months of 2012, Japan imported 191,731 barrels per day of Iranian crude, down more than 40 percent from the same period a year ago, according to Reuters calculations based on data from the Ministry of Economy, Trade and Industry (METI).

The ministry is due to release import figures for September on Wednesday.

Chris Christie: Obama Has Been 'Outstanding' During Sandy

New Jersey Republican Gov. Chris Christie, whose state has been battered by super-storm Sandy, said President Obama has been ?outstanding? in his response to the disaster that hit the East Coast.

Christie on Tuesday morning emphasized the severity of the damage, saying 2.4 million people are without power in the Garden State, and that there have been three deaths and substantial flooding.

?It's a major disaster,? Christie said on NBC?s Today, adding, ?We have a battered, battered New Jersey shore that I hope to tour a little bit later on today, but I think the losses are going to be almost incalculable.?

Christie called federal response ?great,? and said that telephone conversations with the president and Federal Emergency Management Agency officials ?have been excellent.? He said Obama called him at midnight to check in, the third time the two have spoken during the storm.

?The president has been outstanding in this,? Christie said.

Regarding funding for the disaster, Christie said he wasn't concerned with the budget process at the moment, touting the federal funding New Jersey will likely receive.

?I think we'll get significant federal assistance on this, and the major disaster declaration last night by the president is incredibly helpful in that regard,? Christie said. ?We'll work with our federal partners on this.?

Republican presidential nominee Mitt Romney, who Christie often represents on the trail and on morning shows, is considering a trip to New Jersey, the Associated Press is reporting. But Christie said on Tuesday he was unaware of any plans.

?I have a job in New Jersey that is much bigger than presidential politics," Christie said on Fox & Friends. "I couldn't care less about that.?

He echoed the sentiment on CNN's Starting Point, after mentioning his third conversation with Obama.

"(Obama) has been incredibly supportive and helpful to our state and not once did he bring up the election," Christie said on CNN. "If he's not bringing it up, you can be sure that people in New Jersey are not worried about that, primarily if one of the guys running isn't.?

URBANA Many young Jamaican immigrants are succeeding in the United States precisely because they remain strongly tied to Jamaican culture, said University of Illinois professor Gail M. Ferguson.

"Although many of these youths have forged a unique tricultural identity that draws from their Jamaican culture, African-American culture, and mainstream European American culture, the important factor in their academic and behavioral success is retaining strong ties to their Jamaican background," she said.

To learn how Jamaican immigrant teens were adjusting to life in their new country, the study surveyed 473 adolescentmother dyads from Jamaican immigrant families in the United States, comparing their well-being with teens from families on the island and from white and black American families.

The researchers asked mothers and teens about the teens' culture, grades, behavior, friendships, home life, community involvement, and character traits.

"Overall, Jamaican immigrant teens were doing just as well as their American peers in terms of grades and positive behavior. Older immigrant teens, in particular, were actually doing a little better than Jamaican teens in the Caribbean," she said.

However, immigrant teens who had shed their Jamaican culture in favor of either or both American cultures had much lower grades and less positive behavior than those who had kept a strong ethnic affiliation, Ferguson said.

But the study also found that adapting to life in their new country could depend on affiliating, at least to some extent, with two American cultures. That's a new finding and an important piece of the puzzle, she said.

Why? "It shows us that identifying with certain subcultures can be important for success in school. And assimilation, depending on where immigrants are from and the subculture into which they are assimilating, can also be disadvantageous, as when Jamaican immigrant teens assimilate into a subculture that doesn't value education," she added.

Many black Jamaican immigrants naturally gravitate toward African-American culture, usually prompted by ethnic consumer needs such as getting their hair done or looking for a familiar worship experience. "Those connecting points are important to black immigrants' adjustment," she said.

Ferguson emphasized the importance of encouraging immigrants to retain some of their own cultural values and practices, including a strong priority on family and education because these are protective factors in their adjustment.

"Many immigrant teens who were doing well had the ability to gain things from both African-American and mainstream American cultures, then combine what they'd learned with their own strong attachment to Jamaican culture," she said.

How to stay safe during Hurricane Sandy: 7 tips

Residents of the mid-Atlantic coast are?hunkering down for what promises to be a punishing, simultaneous blow from Hurricane Sandy and two blasts of winter weather. Forecasters are warning of high winds that could topple trees and damage homes, a storm surge that could flood low-lying coastal areas, and heavy rainfall or even snow that could create dangerous conditions far inland. The violent weather is also likely to down power lines and leave many of the 50 million people in the storm's path without electricity. What's the best way to stay safe? Here, seven key tips:

1. If you're in a danger zone, get out
When a hurricane comes barreling in, the primary safety rule is quite simple: Get out of the way. "We've seen a lot of people unfortunately get injured and even losing lives going out during storms when they don't need to be out there," says Federal Emergency Management Agency administrator Craig Fugate. Those in the storm's path can stay as safe as possible if they "heed the evacuation orders and stay off the road and out of this weather that comes in."

2. Stay inside
Even if you aren't ordered to leave, "stay indoors and avoid the calmed 'eye of the storm' that can pass quickly, leaving you outside at risk," says Ryan Jaslow at CBS News. Most hurricane-related injuries are caused by flying glass and other debris, and you can avoid getting hit if you hunker down in a safe spot, inside and away from windows and doors. When the winds are at their worst, a bathroom or dry basement can provide the best shelter.

3. If you plan to stay put, be prepared
If you're one of the 50 million Americans who could be affected by the storm, you need to get ready, now, even if you're not being advised to leave home, says Jaslow at CBS News. Stock your home with emergency supplies, including five gallons of drinking water per person (enough for three to five days), non-perishable foods, a battery-powered radio and flashlights, extra batteries, a first-aid kit and manual, prescription medicines, baby food, sleeping bags, extra blankets, and other necessities. Also, have important documents handy ? including insurance policies, wills, licenses, and anything "you might need to grab in a pinch."

4. Be careful what you eat
Turn your refrigerator and freezer temperatures to their coldest setting. "When the power goes out, that food in the fridge will last only so long," says ABC News Radio. Once the electricity has been out for four hours or more, "you should throw away any perishable food" you have in the fridge. If your freezer's full, leave it closed and your frozen food should stay safe for 48 hours. If it's only half full, the "safe window" is just 24 hours. And open the door as infrequently as possible, as you let cold air escape every time you open it, "effectively speeding up the clock for when your food might spoil." Use common sense, and toss anything that looks, feels, or smells funny. And always follow the "old rule, 'When in doubt, throw it out.'"

5. Make sure everyday items don't turn dangerous
If you've still got time, you should "trim back trees and shrubbery around your home," says Nashoba Publishing, and get rid of diseased or damaged tree limbs that could be blown down and sent flying by high winds. Clear rain gutters to prevent flooding in the wrong places. And do what you can to prevent items outside your home from being "picked up by strong winds and used as a missile." Make sure storage sheds and kids' playhouses are securely anchored, and bring in loose lawn furniture, hanging plants, trash cans, and other items. If you don't have storm shutters, cover windows with plywood bolted to the surrounding wall.

6. Use your generator wisely
"In a blackout, many view generators as a lifesaver," says ABC News. "But use them improperly, and they can actually put your life in danger." Generators use carbon monoxide, which you can't detect because it's colorless and odorless. Each year, 15,000 people get sent to emergency rooms and 500 people die from carbon monoxide poisoning. "To keep you and those who live with you safe, never use a generator inside your home or garage," even if the windows are open.

7. Listen to people who have been through it
Some of the best tips come from people who have already weathered a monster storm, says Kathleen Koch at CNN. So take note of these helpful pointers from people who lived through Katrina: Open drawers when making a video of your belongings for insurance purposes so you don't miss anything; have a tire plug kit and pliers to pull out nails and other sharp debris to keep you mobile after the storm; text instead of calling to extend your cell phone battery; don't expect safes and safe-deposit boxes to keep your important belongings dry in a flood; and have tarps ready to keep your home dry if wind blows shingles off your roof.

?How much could an effective project management system save your organization??

A recent survey of senior project man?agers by Robbins-Gioia revealed that ?for organizations that sys?tematically align projects and programs to their overall business strategy, nearly 75 percent reported they are either very profitable (i.e., exceeding goals) or gaining momentum and increasing profitability.?

According to Gartner Inc., 68 percent of projects and/or programs are late and/or overbudget. Inadequate work-execution tools that hamper real-time visibility of output and effort are chiefly responsible for this. Projects either take longer than initially predicted and/or they require more resources to complete.Either way, the related losses are expected to worsen. In fact, outsourced projects and/or program provisioning have grown by more than 30 percent during the last five years. This increasing distribu?tion of work within and across organizations has only exacerbated challenges in achieving deliverables-based visibility and control. As a result, even higher levels of late and/or overbudget outcomes?not to mention greater money leaks and lower quality can be expected.

Another major source of money leaks occurs from cancelled information tech?nology (IT) development costs. According to averages reported by The Standish Group, $10 million is spent on cancelled IT contracts for a development staff of 100 during a four-year period.

According to the ANSI/PMI 99-001-2000 standard, and A Guide to the Project Management Body of Knowledge, published by the Project Management Institute, there are nine project management knowledge areas:

  • Integration management
  • Project scope management
  • Time management
  • Cost management
  • Quality management
  • Human resource management
  • Communications management
  • Risk management
  • Procurement management

I believe the following four critical areas should be added:

  • Organizational change management
  • Portfolio management
  • Document and/or configuration man?agement
  • Project planning and estimating man?agement

Project integration management is crucial in today?s business environment because most organizations must manage many projects simultaneously. Each of these projects competes for limited resources. This requires the management team to manage not only the individual projects but the total portfolio of projects as well.

Poor organizational change management is the biggest cause of project failure. Most projects are technically sound and take into consideration related processes, but project managers fail to recognize what?s required to get people who will be affected by the projects to accept them. Organizational change management rep?resents the people side of a project. It prepares those who will be affected by a project to accept and commit to change.

Processes are closely integrated with the project life cycle, which not only indicates how the project starts, but also serves as a road map to the work that must be done and shows who?s responsible for doing it. By executing the phases of the project life cycle, the project team can answer questions such as:

  • Why are we doing this project?
  • What are the business measures that indicate this project?s success?
  • How do we turn this idea into a solution?
  • How do we get approval to commit resources to this project?
  • How do we plan the project?
  • What are the day-to-day activities that are required to manage the project?
  • What did we learn from our experience on this project?

Projects represent a significant and strategic investment to any organization. The investment comprises resources, capital expenditure, time commitment, and individual dedication to make and embrace a change that will help the organization improve business perfor?mance and strengthen its competitive position.

Study shows that high-intensity training boosts cognitive function

A regular exercise routine can make you fitter than ever mentally fit.

In a new study, previously sedentary adults were put through four months of high-intensity interval training. At the end, their cognitive functions the ability to think, recall and make quick decisions had improved significantly, says Dr. Martin Juneau, director of prevention at the Montreal Heart Institute.

"If you talk to people who exercise, they say they feel sharper. Now we've found a way to measure that," says Dr. Juneau.

Blood flow to the brain increases during exercise. The more fit you are, the more that increases. The pilot study presented today at the Canadian Cardiovascular Congress looked at adults, average age 49, who were overweight and inactive. Dr. Juneau and his colleagues measured their cognitive function with neuropsychological testing, as well as their body composition, blood flow to the brain, cardiac output and their maximum ability to tolerate exercise.

The subjects then began a twice-a-week routine with an exercise bike and circuit weight training. After four months not surprising their weight, body mass index, fat mass and waist circumference were all significantly lower. Meanwhile, their capacity to exercise (measured by VO2 max) was up 15 per cent.

Most exciting, says Dr. Juneau, cognitive function had also increased, based on follow-up testing. These improvements were proportional to the changes in exercise capacity and body weight. Essentially, the more people could exercise, and the more weight they lost, the sharper they became.

A decline in cognitive function is a normal part of aging, notes Dr. Juneau. That drop can be worse for people who have coronary disease.

"It's reassuring to know that you can at least partially prevent that decline by exercising and losing weight," says Dr. Juneau.

As he notes, people can manage their cholesterol or blood pressure with a pill, but try to find a pill that will increase your cognitive function. Exercise, he says, can do it all.

"At least 150 minutes of moderate-to-vigorous physical activity per week can make a huge difference to manage risk factors for heart disease and stroke," says Dr. Beth Abramson, Heart and Stroke Foundation spokesperson. "There are many benefits of exercise we know it can make us feel better. This suggests it can make us 'think better' as well."

"Activity can help you even if it's spread out in chunks of 10 minutes or more at a time," she says. "In fact, to get the most benefit, add more activity to your life over several days of the week."

    UPDATE 2-Baseball-Giants silence Tigers to lead World Series 3-0

    DETROIT, Oct 27 (Reuters) - The San Francisco Giants rode another virtuoso pitching performance to blank the Detroit Tigers 2-0 on Saturday and move within one victory of their second World Series title in three years.

    San Francisco have a commanding 3-0 lead in the best-of-seven series and can claim the championship with a victory at Detroit's Comerica Park on Sunday.

    "It's a good situation, but there's nothing been done yet," said Giants manager Bruce Bochy. "It's a number, just like I said about two. Now it's three. But that's not the series.

    "So you have to keep going about your business as usual."

    Giants starter Ryan Vogelsong allowed the Tigers just five singles over 5 2/3 innings before giving way to relievers Tim Lincecum and Sergio Romo, who did not surrender a hit.

    The Giants scored both of their runs in the second inning on an RBI triple by Gregor Blanco and a run-scoring single by Brandon Crawford.

    Those early runs drained the enthusiasm from a sellout crowd of 42,262 desperate to see the Tigers make a move in their bid to capture their first championship since 1984.

    Defeat left Detroit, shut out in the last two games, on the ropes and manager Jim Leyland said there would be no pre-game motivational speeches for his team on Sunday.

    "They can count," said Leyland. "We know they're down three games to zero, there's no secret formula or message for them. They're big guys, they know what the situation is, and they know we have to come out tomorrow and obviously win a game.

    "It starts with that. You don't think about the four, you think about one, and that's basically what we were thinking about tonight."

    Vogelsong, who has been magnificent in the postseason, was aided by two inning-ending double plays in the first three innings.

    Then in the fifth, the Tigers had the bases loaded with one out but Quintin Berry struck out and Vogelsong got Triple Crown winner Miguel Cabrera to pop out to short.

    Cabrera this year captured the first Triple Crown in the majors since 1967 but the 29-year-old seven-time All-Star has just two hits and one RBI in the series.

    VOGELSONG SHINES

    Vogelsong, who is 3-0 in the playoffs while giving up just three runs in 24 2/3 innings, breathed a sigh of relief after retiring Cabrera, calling him "the best hitter in the game".

    "The way we were playing defense, I was really just trying to get him to put a ball in play somewhere, because I had a good feeling we were going to catch it if he did with the way these guys were all over the field tonight," said Vogelsong.

    "I was just trying to make a pitch, and I was able to do that, and he popped it up."

    The Tigers' other big gun, Prince Fielder, has one hit and no RBIs in the series.

    Detroit, desperate for offense, lost the opener 8-3, scoring two give-away runs in the ninth after the game was all but decided. The next game they were blanked 2-0 on just two hits.

    Sanchez took the loss for the Tigers on Saturday despite pitching well, giving up six hits and two runs while striking out eight.

    Tigers right-fielder Andy Dirks conceded Cabrera's bases-loaded pop-up was a missed opportunity but added: "You have to create more than one situation a game to win."

    "It was a big situation and it is not always going to happen," he said. "It's baseball. The best hitters in the game they succeed one out of three times.

    Suicide bomber kills 8, wounds 100 in Nigerian church

    KADUNA, Nigeria (Reuters) - A suicide bomber drove a jeep full of explosives into a Catholic church during morning mass in northern Nigeria on Sunday, killing at least eight people, wounding more than 100 and triggering reprisal attacks that killed at least two more.

    There was no claim of responsibility but Islamist sect Boko Haram has bombed several churches in the past in its fight to create an Islamic state in Nigeria where the 160 million population is evenly split between Christians and Muslims.

    The bomber drove the car into the wall of the packed St Rita's church in the Malali area of Kaduna, a volatile ethnically and religiously mixed city, witnesses said.

    A wall of the church was blasted open and scorched black, with debris lying around.

    "The heavy explosion also damaged so many buildings around the area," said survivor Linus Lighthouse.

    A spokesman for the National Emergency Management Agency (NEMA) Yushua Shuaib said eight people had been confirmed killed and more than 100 wounded.

    Church attacks often target Nigeria's middle belt, where its largely Christian south and mostly Muslim north meet and where sectarian tensions run high. Kaduna's mixed population lies along that faultline.

    REPRISALS

    Shortly after the blast, angry Christian youths took to the streets armed with sticks and knives. A Reuters reporter saw two bodies at the roadside lying in pools of blood.

    "We killed them and we'll do more," shouted a youth, with blood on his shirt, before police chased him and others away. Police set up roadblocks and patrols across the town in an effort to prevent the violence spreading.

    Police spokesman Aminu Lawal said later the situation was calm. "All the areas prone to reprisal attacks are under control and getting back to normal," he said by telephone.

    At least 2,800 people have died in fighting since Boko Haram's insurrection began in 2009, according to Human Rights Watch. Most were Muslims in the northeast of the country, where the sect usually attacks politicians and security forces.

    Another witness to the bombing, Daniel Kazah, a member of the Catholic cadets at the church, said he had seen three bodies on the bloodied church floor in the aftermath.

    In previous such attacks, bombers have usually failed to enter church buildings and detonated their explosives at entrances or in car parks.

    A spokesman for St Gerard's Catholic hospital, Sunday John, said the hospital was treating 14 wounded. Another hospital, Garkura, had at least 84 victims, a NEMA official said.

    Many residents of Kaduna rushed indoors, fearing a resurgence of the sectarian killing that has periodically blighted the city.

    A bomb attack in a church in Kaduna state in June triggered a week of tit-for-tat violence that killed at least 90 people.

    Exxon gets key permit for Alaska's Point Thomson field

    ANCHORAGE, Alaska (Reuters) - Exxon Mobil Corp on Friday received a major federal permit it needed to start construction on the Point Thomson oil and gas field on the eastern North Slope of Alaska, officials said, after an extended delay that threatened some leases there.

    The U.S. Army Corps of Engineers granted Exxon a wetlands-fill permit for construction of drill pads, roads, an airstrip, pipeline, and docking and other facilities needed for production at the long-languishing field - production the state of Alaska has accused the company of dragging its heels on.

    The Army Corps permit followed a detailed environmental impact study that began in 2009. While there remain a few outstanding state permits, the wetlands-fill authorization was the major approval needed for construction, said Mike Holley, northern branch team leader for the state's Army Corps district.

    Holley said Exxon, backed by partners BP Plc and ConocoPhillips , hopes to begin construction soon.

    "They are planning on doing as much of the construction this winter as possible," he said, adding that ice roads, which are built by spraying water on the tundra, would accommodate that.

    Production was expected to be about 10,000 barrels per day of liquids, starting in the winter of 2015-2016, Exxon spokeswoman Kim Jordan said in an email - timing that would be a year later than once expected. Jordan declined to comment on when construction would start.

    Point Thomson has been the subject of long-running dispute between the state of Alaska and the oil companies. The state contended the companies were improperly delaying development at the field, where leases date back to the 1960s. The state began procedures to revoke the leases so they could be re-auctioned.

    "I applaud both Exxon and the Army Corps for staying at the table and working out this permit," Senator Mark Begich, an Alaska Democrat, said in a statement.

    The field holds an estimated 8 trillion to 9 trillion cubic feet of natural gas and hundreds of millions of barrels of oil and natural-gas condensates, state officials say. Exxon and its partners argued development was challenged by extraordinary high-pressure conditions in the reservoir, among other factors.

    In March, the state reached a comprehensive settlement with Exxon and its partners. Prior partial settlements resulted in new exploration drilling and plans for production of liquids.

    The companies had targeted a 2014 start, but the environmental impact study process took longer than expected, Holley said. It took a long time for the Army Corps to select action alternatives, and once the draft EIS was issued, there was more reaction than expected, he said, citing about 1,600 requests for modifications.

    The project is in an area important to polar bears and to local Inupiat Eskimo hunters. Holley said many commenters sought to avoid conflicts with subsistence food-gathering.

    The latest round of exemptions added to the Digital Millennium Copyright Act (DMCA) may be problematic for iOS owners who unlock or jailbreak their device, according to a report in Ars Technica. Signed into law in 1998, the DMCA bans the production and dissemination of technology designed to circumvent digital rights management systems. This broad-based law gives the Librarian of Congress the power to add exemptions to the law every three years. The latest exemptions were announced on Thursday and will go into effect on October 28.

    Among them is an exemption that will let users jailbreak their smartphones, but not their tablets. This Librarian decided not to include tablets because the "tablet" category of devices was not well-defined and could include devices like an e-reader, an iPad and even a tablet PC. It's likely that this decision will have a negative effect on the jailbreak community which releases tools that work with both the iPhone and iPad.

    The Librarian also decided to revoke the exemption allowing customers to unlock their device and use them on a new carrier. The new provision lets you unlock any smartphone purchased before January 2013. Phones purchased after that date can only be unlocked with the permission of the carrier. The librarian noted that carriers have policies that allow for unlocking and felt there was no compelling reason why customers should be allowed to unlock their phones themselves.
